Refuse means that something is offered to you and you said "No" due to unwillingness (不甘心) from you. Or someone made a request to you and you said "No".

Refuse表达的是因为心里不甘心所以回绝了恳求或主张。因为心里不甘心，所以有可以未经思考直接就回绝了恳求或主张。

Examples:

She refused the offer as she got a better one.

她找到了非常好的作业，所以想都不想直接回绝了之前的offer。

His boss refused his request for salary raise.

他老板直接回绝了他加薪的恳求。

The government refused the petition.

政府直接回绝了我们的示威活动。
